Bougainvillea, oleander, desert rose, frangipani, ixora and lantana all keep going through a UAE summer in full sun. Bougainvillea and desert rose actually flower better when slightly under-watered. Hibiscus and gardenia need more water and some afternoon shade to get through July and August.

When should I plant flowering shrubs in the UAE?

October to March. Planting at the start of the cool season gives roots five months to establish before summer. Planting in June to August is the most common reason a new shrub dies in its first year.

Why is my bougainvillea not flowering?

Almost always too much water or too much nitrogen feed — both push leaf growth at the expense of flowers. Let the soil dry between deep waterings, give it full sun for at least six hours, and use a high-potassium feed rather than a general green-growth fertilizer.
