Ruellia or Wedelia — which ground cover for a UAE garden?
These are the two ground covers used most across UAE landscaping, and they are not interchangeable. Ruellia is a flowering plant that happens to spread. Wedelia is a spreading plant that happens to flower.
Both take full sun or part shade, both survive a Gulf summer on twice-weekly water once established, and both need edging to stay in bounds. The difference is what the bed looks like at 30cm and at 60cm.

Choose Ruellia for colour and height in the bed
It clumps to about 60cm and opens a fresh set of violet-blue flowers every morning for most of the year, which no other low-cost UAE ground cover does. It is the right choice in a bed you actually look at — beside a path, in front of a wall, along a driveway. Cut the clump to the ground each February and it returns denser. It spreads by runners and seed, so give it a bed it is allowed to fill.

It stays much lower, knits faster, and costs less per square metre covered, which makes it the workhorse for filling under trees and shrubs, holding soil on a slope, or greening a strip nobody studies closely. Yellow daisy flowers are a bonus rather than the reason to plant it. If your problem is bare earth rather than a lack of colour, this is the more efficient answer.

Wedelia, clearly — it roots as it runs and closes a gap faster than ruellia does. Both need edge trimming twice a year in an irrigated UAE bed, but wedelia is the one that will cross into a lawn or a path if you ignore it.
Can I plant ruellia and wedelia together?
Yes, and it is a common UAE landscaping combination — wedelia as the low mat, ruellia clumped through it for height and flower. Plant the ruellia first and give each clump about 40cm of clear space, or the wedelia closes over the young plants before they establish.
